I suggest you don't do that because you won't be able to trade when you start your game over, I guess.

No, you can't trade your legendary dog to Ruby or Sapphire, as far as I know, because they're an older game.

But yes, despite the fact that you can't trade right from the start, if you plan to restart your game, trade your legendary dog first. Then you can get a different starter and get ANOTHER legendary dog. It will also be to powerful to use when you can first trade, but it would still be cool to do. Then you'll end up with a higher level Pokemon with less effort.

You have to get the Ruby and Sapphire again.

You can normally trade between FR/LG/R/S/E after you finished the pokemon league
