I really need help, i need to find a rod and get a water pokemon to advance in the game but i dont have one and i cant get to dewford city because the boat is missing, can somebody please tell me where else i can get a rod.

Do you have the HM Surf? If you do, catch a Zigzagoon. They can learn Surf. If you don't have Surf, try talking to fishermen.
