Team Rocket in Gen II, since they remind me of lost puppies trying to find it's master (Giovanni). Plus, the fact that the last time you vs them is not when they're doing another terrorist act, but as a lone grunt who can't come to the realization that his team is disbanded. Talk about out with a whimper.
