you're definitely supposed to, i don't know to what lengths they enforce it though. i know i couldn't apply for financial aid without it being filled out and i started getting stuff in the mail about it shortly after i turned 18. i ended up doing it at school with my guidance counselor. it felt really weird in that setting.Quote:

fun fact: military leaders are against drafting citizens in the current army
probably, the population would be much less willing to engage in an endless war with vaguely defined goals if every able bodied citizen had a more or less equal chance of being forced to fight in it
