The lips tend to move quicker than the actual words being spoken.
indeed, especially when they're dubbing it when it was originally made in another language. the person will continue to speak when the mouth is closed, or the mouth will continue opening and shutting even after the character has finished speaking . The first Kingdom Hearts has a good deal of the latter.
