I can't get into the gym... there is a guy standing in front of it, and a guy standing in front of the Dragon's Den that says that I need to have dragons to be able to train in there.. what do I have to do to be able to fight the final gym?

That page dosn't mention getting into the gym.
Anyways, I havn't played in a while, but I know you must defeate team rocket a couple times.
Just get the Dragon Fang in the Dragons Den and then give it to him.
You should defeat the team rocket the radio tower at goldenrod city
