    all it says is go to the Silph Co., the large window filled building with a member of Team Rocket next to it. Now you must go through eleven floors, fighting Team Rocket, and in the end, saving the company's president. it dosent say how to move the guy

    You have to defeat Giovanni and Team Rocket at the Celadon City Game Corner first. The guy will then move.
