is it better to have charmander evolve into charmeleon and into charizard at the correct level o canceling the evolution and remain with charmander?

i evolved into charizard at level 41 but I lost wing attack. Is there anyway to get it back?

What game are you playing? D/P or one of the GBA games?
If D/P then yes you can get it back by going to the house in the middle of Pastoria.
Talk to the person inside and he will tell you that if you trade him a heart scale then he will teach one of your Pokemon a move that they have previously learned / should have learned in the past.
