evolving in explorers of time

Hiya, Ive completed the game and ive gotten to the luminus springs or whats it called.

But it says i cant evovle my two starter pokemon (squirtle and charmander) ive evolved others such as houndour and caterpie but it says for them i cant so can someone tell me what ive gotta do to be able to evolve them ?

You need to have completed the entire storyline for your starters to evolve. Pain in the ass, isn't it?
