Use any fast Grass type pokemon, use Sunny Day and make sure that they are holding bright powder.
Sunny Day will make Thunder useless and weaken Ice Beam (and other ice type attacks)
Bright Powder will lower the accuracy of Sheer Cold (and other attacks)
Solar Beam and Giga Drain will be most effective against Kyogre then.
You could easily change pokemon, wich would most likely be some fire-type pokemon that knows earthquake.
Probally an Infernape. I could send out a Xatu or a Brozong.

Ok first off there is no way you can set that up like snuckles 1000 attack since you would use sunnyday and then ice beam dead. The only way that could work is with a focus sash (if you see it survie after ward kyorge has to high tail it out of there) or if you switch it in which would not be smart at all

I could use Celebi. If The Editor can use legendaries, why can't I?
I would train my Celebi to have high speed, Sp.Attack, and Sp.Defense.
Or a Shaymin Sky Forme.
Give it EV's for it's SP.Def to protect itself, EV's for ATK and SP.ATK.

Glaring flaw: Sunny Day doesn't weaken Ice moves. Other problems with your plan are why would I teach a Houndoom Earthquake, a reasonable 70% accuracy on Thunder without rain, the 4 other pokemon I can choose from and the inconvenient weakness most specialists have to physical attacks.

Very good reason heartan sunicune and celebi are too weak to be ubers but strong enough to be OU (and shaymin just sucks)

I'm pretty sure Sunnyday reduces Thunder to 50% while BrightPowder will raise my evasion by 10%. You would have a 40% chance of actually hitting me with thunder in a SunnyDay situation.
A Ludicolo with swift swim and grass knot attack would do good damage to Kyogre.
But what does it matter, you don't like grass types, I do. I can't convience you of the other and the same can go for your side if you tried. 
I happen to like grass-type pokemon and find them useful. The topic is what is the most underated pokemon.

Define weak. You see, there are numerous ways to determine how 'weak' a pokemon is. Move pools, base stats and abilities all play a part. For example, a pokemon with Attract can be very strong simply by stopping its opponents from attacking.

I use nothing but UU's. And the least expected ones too ^^
Furret, Parasect, Seaking, Clefable, Golem, And Flareon
But personally something I never see people use is Unown.
