Garchomp reminds me of that "Future is Wild" sPecial Animal Planet ran years ago, saying that a hundred million years or so in the future, fish will evolve flight and leave the water for good. So yeah, that's a fairly plausible design for a hammerhead shark 100 million years from now.

No it can't. Because you have to look at what you can find in nature. You won't normally find gears in nature, but you will find magnets and spheres. The screws on the Magneton give it a "man-made" feel to it, but at the same time it's also natural.
The gear Pokémon are two floating gears, simple there for the fact that it hasn't been done.

Compare the art of the first 251 Pokémon with the remaining Pokémon. They look generic and natural. While the other Pokémon have strange colors and stripes that wouldn't help them in the wild (imagine Pokémon being real). The only reason they should look awkward is because they evolve due to human intervention. But it shouldn't be exaggerated, Gliscor is borderline, while Lickilicky is out there with Tangrowth, sadly, Honchkrow is with them and Magnezone. Magmorter and Electivire are... pushing it.

The Ruby and Sapphire Pokémon is the transition of this, where Pokémon began to have things on them unnaturally. Like random lines or spots, or spots that you wouldn't normally see in nature.
Being a biology freak and Ken Sugimori who loves animals too, understood this. Now he's just drawing what the new team of Pokémon designers are making up. He's just going with it.
