Actually, Solly, it's neither. You guys are seriously gonna laugh when I tell you that the answer is A STORY.
Reasoning behind that is that a story can be powerful, but it has no power if there's no one to write it. Everyone can see the words the author put into the story, but not everyone will get the same meaning.
