Making a memes board will attract several types of people PD could do without. PD doesn't need the newfag cancer, nor the oldfags complaining about everyone doing it wrong.
Even a sticky would be excessive. I don't know if many people go onto the internet looking for Pokemon memes... Especially over walkthroughs and whatnot.
