Judging by the guy's vocabulary and tone, it definitely was made for children. In fact, when I was in Japan I often watched children shows because I could understand the language easier, and let me say that Nuclear Boy is not the weirdest thing I've seen come from the Japanese media.
There was a show that taught English to kids, and it literally went like this:
[In Japanese] "This is a umi. In English, they say BEACH."
[English] BEACH BEACH BEACH (x10) while flashing pictures of beaches.
*Commcecial break*
"This is a yama. In English, they say MOUNTAIN."
MOUNTAIN MOUNTAIN MOUNTAIN (xwhatever) while flashing pictures of mountains.
The next day it was frying pan and bowl. They don't even teach context or anything, they just bang the words into childrens' heads like they were preparing for a vocabulary test. And the hosts looked weird.
At least Nuclear Boy is technically educational.
how is educating children about nuclear boy's poops and farts in the midst of an earthquake, tsunami and a nuclear crisis even remotely 'honest'?
well, it's not like they were telling children that everything is going to be fine when clearly the shit has yet to hit the fan.
