You never find horses in the wild, it probably belongs to a guard so stealing it will get you a bounty unless you do it stealthily.

Skyrim wiki begs to differ. I says horses randomly spawn in the "wilderness." I have also had 0 problems with gaurds.

Yeah fuck horses, I was in the middle of a battle between bandits and wolfs, I acidentally set the horse on fire and it fucking killed me.

Shadowmere isn't nearly as good as she was in Oblivion, and she also changed gender.
