I'm a relaxed guy, so I can take criticism. (they're all level 100 of course)
Charizard-Overheat, Fly, Sunny Day, Hyper Beam
Lapras-Surf, Ice Beam, Psychic (never knew Lapras could learn Psychic moves until recently), Water Pulse (I tend to run out of Surf PP a lot.)
Raichu-Thunderbolt, Double Team, Mega Kick, Thunder
Victreebell-Giga Drain, Razor Leaf, Solar Beam, Sweet Scent
Snorlax-Hyper Beam, Rest, Snore, Yawn
Gengar-Hypnosis, Dream Eater, Shadow Ball, Psychic
Before Kirbx comes in with in depth analysis/critique, a few pointers:
-Hyper beam sucks. The recharge time will kill you and you can't just give your opponent free turns like that. Fly for similar reasons.
-your Charizard needs a better moveset. Remove hyperbeam, fly and replace overheat with something that won't suck after the first blast.
- for a real competitive team take note of natures and always give your pokes useful items.
Seems like an in game team and as such I'd give your Pokemon picks an 8.5/10. Keep it classic.
Just do it.
This is in game, so hyperbeam isn't terrible, you just kill and switch. But if you plan on going to battle tower, switch it for return / double edge.
Also you don't want to use 2 stab moves, only 1 in needed. Overheat is pretty bad. Moves under 70% (thunder) fail to often to be worth it statistically. And sunny day does nothing for the team. Change the moves to something like this:
Charizard: fire blast / fly / double edge / earthquake
Lapras: surf / ice beam / thunderbolt / toxic
Raichu: thunderbolt / brick break / thunder wave / body slam
Victrebel: sludge bomb / giga drain / swords dance / sleep powder
Snorlax: return / rest / sleep talk / shadow ball
Gengar: thunderbolt / giga drain / hypnosis / dystiny bond
Some of these movesets are bad, but your limited to in game tms.

Okay I changed it:
Charizard-Fire Blast, Fly, Earthquake, Double Edge
Lapras-Surf, Ice beam, Water Pulse, Psychic (Didn't feel the need to change it, it worked fine for me.)
Raichu-Thunderbolt, Thunder Wave, Body Slam, Double Team (really like that move)
Victreebel-Sludge Bomb, Razor Leaf, Return, Sleep Powder
Snorlax-Rest, Sleep Talk, Body Slam, Hyper Beam (Snorlax uses it well)
Gengar-Hypnosis, Dream Eater, Shadow Ball, Psychic (this move set worked wonders for me)

use a ppmax. if youre only using these in game then just buy a bunch of ethers. also replace it with thunderbolt.

Ok you can keep double team, it is banned after all so why not. While your at it use sheer cold on Lapras.
Give Lapras thunderbolt, waterpulse is beyond useless.
Everything else is cool I guess.
This really isn't competitive Rayne, it is jus in game and maybe battle tower. If this was serious Gengar would be required to have explosion.

The optimal moveset for an in game Riachu in FR/LG is thunderbolt / brick break / thunderwave / quick attack or return
The standards are far lower.
