Khanghas Khan is the leader of the Pokémonic Dawn, a radical group of assassins with mysterious intentions. The Pokémonic Dawn does not recruit members, does not issue pamphlets or leaflets, accepts no donations, and no information about it has of yet been posted on WikiLeaks. Thus, little is known about it, other than that is extremely devoted to its course of action and seems to see assassinations, kidnappings and terrorist operations as a crucial method of achieving its goal. Its existence is known only because of a minor conversation overheard around Vermilion City between three strange men, referencing several esoteric things but overall referring to a '"Pokémonic Dawn".
Pokémonic Dawn appeared seemingly from nowhere in the Pokémon League Purge. The corpses of Pokémon League members were found murdered cleanly and carefully in their Gyms throughout the world. Despite the ineluctable fear-mongering, the group mysteriously disappeared from public conscience. The group's responsibility for the incident is known only from defectors. Due to some ancient, spiritual power, none of these defectors can name members: all interviews show them merely revealing the existence of the Pokémonic Dawn, the accusation of its presence causing them a nauseous sensation and a great deal of physical pain.
Khanghas Khan is a similarly shady individual. It is said that he has a large mark on his face, and wears an imposing Nehru jacket.
The Magnet Train Grand Heist was suspected to have been his work, the railway still not fully functional after he stole important components from its design.
Nothing else is known about him other than through conjecture. Things are speculated about him - he is said to be very, very wealthy.
Khanghas Khan is part of a large Eastern blood-line of people possessing psychic powers. Khanghas Khan is an extremely adept psychic, capable of startling feats such as telekinesis and clairvoyance. However, his blood-line all experience, because of their Psychic connections, an ancient, unsevered mental synchronicity. Other members of his blood-line have mysterious visions of his actions, have a strange sense of knowing exactly what he will do next, and often have hunches about his train of thought. (It is up to you how you use that information.)
The world has been in a steady equilibrium for some time now, aspiring trainers and officials across the world helping to kickstart the Pokémon community. Some foreshadow the return of the Pokémonic Dawn: others assert that their mission has been accomplished, their organisation's secrecy compromised, and thus there is little chance of their return.

To clear up some plot holes I should add to my absurd psychic mechanics that you have to be aware of someone's existence in order to see into their mind. Because everyone knows Khanghas exists, they can establish psychic connection with him - however, when Khanghas is trying to mind read members of his blood-line, only vague visions that he cannot assign and make sense of are produced.
