Those are bad examples and are not the same type of border closing that is meant today.

    Um, no http://en.wikipedia.org/wiki/Sakoku

And the scale by which you judge a country becoming "better" or "worse" is flawed. By opening up your borders you're essentially letting in a larger labour force (which is great if you're a country that requires development like the building of railroads by america/canada in the late 1800s), but once that's all done (ie right now) you're stuck with millions of unemployed, homesick immigrants that act as a cess pool of gang activity, political unrest, and slums. Unless you have a system of only accepting workers you know are competent enough to remain employed and culturally aware (ex: Canada's point system), you'll end up with the aforementioned problems.

Uncontrolled immigration would essentially cause all of the problems of outsourcing but within your own country. Loss of jobs by the citizenry, the creation of slums, the lowering of labour standards, etc.

Use them for a military and take over everyone else.

You can't solve everything with the military.

We already have the most inflated military in the world, I seriously doubt we need to increase it further

I think morally we don't have any right to forbid people from coming into the country. Perhaps we have a responsibility to prioritise people who have university degrees and expertise, but then again they really don't need to emigrate that much anyway.
