Well, maybe. Maybe not. It will depend if we can make robots autonomic. (self aware). Some argue that that can't happen because that is where the sole lies, and others argue that you can mimic it to the point that noone would really be able to tell.
We'll see when the time comes.
The robots that make out cars, easily can work around problems, and can fix or even build each other. Real sentience isn't that far off.
"REAL sentience" is outrageously far off. i dont think there's a reason to believe it's impossible but it requires probably technology more advanced than our on the order of centuries.
Those are not sentience. Sentience is being self aware, not being able to "learn". Making a computer "learn" Is like teaching a monkey what numbers are, it is ages away from being able to teach a monkey how to speak and understand language and constantly adapt to new surroundings, at the level of a human. Call me when you teach a computer to learn new systems on its own, thats sentience.
Biotechnology could get us their faster, they are already using slime mold and rat brain cells for robotic tasks. Interesting the slime mold is better at calculations.
Not really, statistics I learned back as far as grade 3 have all been telling me that that the rate of human technological development is accelerating exponentially. We are very close, relatively, to creating bots that can pass turing tests. When you talk to Cleverbot now it's a piece of shit, but relative to technological advancements 10 years ago Cleverbot is a staggering success and indicative of how fast humans are coming towards making competent, even sentient, AIs.

lets say he perfect biotechnology and can essentially make a sentient mind with a collection of brain cells
also lets say at the same time be develop highly advanced computer chips that copy common the main paths of the human connectome
are these both robots? is one more sentient than the other? one is a programed brain slab with programmed intelligence, while the other is essentially a copy of the human brain
Here's a hypothetical. It also has little to do with Communism. What if we abolish the Federal Government. All States become a loosely allied conglomerate of States/City-States, each becoming highly specialized and trade pretty freely with the others, allowing one or two (probably Coastal States) in charge of foreign trade. Each City-State/Nation could have it's own military but those states that specialize in military would be able to trade their services basically as mercenaries to other city states as needed. Each State would be able to have full control over it's own laws, save the caveat that a council with representatives from each state form to regulate the laws concerning trade between City States.
What are the cons and (if any) pros of such a system?

It would be a nightmare legally, and minor problems might arise, plus with noone incharge of the military for everyone, it disorganizes everything, same goes for banding together, we also lose alot of influence in world politics, and our military size would drop extremely, and how do we fairly split all the stuff we have, because the federal government owns alot of stuff that it has bought, and everyone deserves a piece of the white house, ect.
There would be dozens and dozens of problems,
and the only real pros would be that we could start living the way we wanted to, and have the freedom of our own government, as in california could legalize weed(because there is no federal thing saying its illegal), they could setup their own complete welfare system, they could become completely communist, so there would be alot more freedom and you could find states matching what you want/believe in rather than just having alittle bit of variety but basically having everything the sameish.
Plus states would become selfdependant, meaning much of america would be striken with poverty, and other certian parts of america would see extreme economic growth and prosperity.
That's why States would have to specialize. Poverty might be an issue but when you are the leading supplier of food, you can afford to charge what you want. The caveat of that is another State would have better medical care and they could charge what they want and so eventually I think a balance would form. States would be in charge of their own military. Ie. The federal government dissolves and the military is abolished. States could bid for the military equipment and begin forming their own armies which they could trade out in the form of mercenaries to help their own economy.
of course this couldn;t be an overnight transition, states would need time to begin their own specialization so that they have a chance to survive once the federal government is gone.

IF the system could work and the coalition of states could be self sufficient then foreign influence wouldn;t be a concern. If you remember we became extremely isolationist as a result of WWI and the Depression, it took a bit of deception on the part of FDR to get us back into the arena of world politics.
