I really don't think deturrlance is the best way to deal with criminals. It just makes them try harder not to get caught. The main focus should be on getting violent people out of areas where they can hurt other people, and for non violent drug related stuff we should be focused on rehabilitation so they don't kill themselves or commit a crime trying to get a fix.
