its basically:

the poorest people actually pay less. the richest people also pay less. everyone else pays more. government funding thus has to decrease. but they claim it will be ok because a bunch of money held abroad will come back into the country when people think it won't get taxed as income. oh cool supply side economics, thats always worked in the face of lowering government expenditures.

If it hadn't been for start-ups, we would have had about 7 years of job growth since the 1970's. They're the only thing employing people.

My position though is that a consumption based tax won't necessarily make rich people buy overseas, it wouldn't really be beneficial most of the time.
