Shellder evolves via Water Stone just in case you weren't aware. I LIKE CLOYSTER. As I've already said before, his defense is straight up amazing and you can Clamp shit to death soooo easily. It's really cheap, but works. I should have never said anything though, cause it seems like you're gonna be unhappy with whatever someone else says.

If you're just going to spam surf all over everything then go with Lapras I guess. The thing is, water types are typically pretty bulky Pokemon. They can take a hit or two and dish out some as well. Cloyster is a defensive wall meaning he can take a mega kick to the face and not blink. Slowbro is the opposite I'm fairly sure. I wanna say he's specially defensive. Lapras I believe has better special than both of the two, but not as good defenses.
If you were looking ONLY at defense, I'd say Tentacruel is also an option since he's resistant to like 13 types or something. Honestly, I don't know what the hell you want though because all you said was "whats the best water pokemon," and then shot down every answer someone gave you. I said Cloyster because I felt he was a perfectly valid option, as well as one that would break up the monotony of over-used Pokemon like Gyarados and Blastoise. Sorry for trying to help man >_>
And if you're going to ask what the strongest electric Pokemon is, it's Gengar for the record.

Gengar is shit in game, what do you think exploding and putting things to sleep in game is going to do? Gengar is only OU because its niche. Alakazam is much better.
The best water type in game is Starmie FYI, although Lapras and Cloyster are ok, Gyrarados is terribad.
In generation one, there is no Special Attack and Special Defense, there is only "Special." That means when you use Amnesia, which greatly boosts Special, not only can you take more, but you can dish more. Coupled with the fact that Slowbro is already pretty defensively great, AND he has a great movepool, he's the best choice for a water Pokemon. Lapras doesn't even HAVE anything like Amnesia

it makes up for it in cool. also it has decent defense and a more versatile movepool than slowbro. slowbro without amnesia and surf/psychic is useless.

Just Special Attack and Special Defense rolled into one, which means if you can deal ALOT of special damage (Moves of Water, Fire, Grass, Dragon, Psychic, Electric, and Ice type), you can take alot, as well. Not sure if there's anything besides that

So if you have high spec. defense you are less pronged to elemental attacks even if they are your weakness. (i.e. electric against water)

In pokemon there are 2 attacking categories, physical attack and special attack. In early generations 1-3 the classification of the attack is determined by its type, all water moves are special, all normal moves all physical, ect. Physical attack is boosted by the attack stat and damages using opponents defense, special attack uses the special attack and damages using the opponents special defense. In gen one both special attack and special are one stat, so if its boosted, you boost them both, allowing you to take move special hits, and damage move with your special moves.
