This depends on the nature of the government in the country that discovers it. I think at the very least it would have to be backed by a more technologically advanced country to harness whatever the resource provided, but this could of course easily set up a position for that country to dominate the government. But it's not beyond the realm of possibility for the country to regain control of its own government after the technology to utilize the resource is created.
