When I would only look at the stats (and of coruse his cool type changes :p) , I would say Arceus. ( Check link in my signature to be convinced! )
But , for a very special reason I prefer Charmander
Arceus only rules for those reasons. If other pokemon where brought up to the same stat levels lets say Salamance they could kill Arcues becuase there stats are in the right places.
Ah yes, the ever present stats arguments. High stats are one thing, but don't forget damage multipliers. As far as I'm aware this is the highest possible damage multiplier you can get:
1.5 x 1.2 x 2 x 2 x 2 x 1.5 = 21.6
This comes from the following (for Gen IV):
STAB x Item Bonus x Weakness 1 x Weakness 2 x Critical x Sniper/Technician/[Low Health Boost]/Guts/Flash Fire
Related abilities will have a similar effect. Low Health Boosts include abilities such as Swarm, Torrent, Blaze and Overgrow. Adaptability has a lower effect. Technician no longer applies above Base Power 60.
Don't forget about switching abilities with huge power.

Nope. My current favourites (i.e. the ones I'm training in Diamond) are Aggron, Rhydon, Vaporeon, Glaceon, Absol and Rotom.
I have a soft spot for Blaziken
Dragonite, followed by Ralts, Metagross and Charizard.
Overall Dragonite almost tied with Gyrados was my favorite this year.
My top 5 change around a lot, Ralts wasn't even on my top 5 there a few days ago.
Ugh... my friend told me that Ralts looks like a walking penis... 'nuff said about that.
I always train a squirtle, a dunsparce, murkrow (I evolve it to honchkrow), and a machoke (sometimes I let it evolve). Those are my most favorite pokemon. The original 150 are the ones I love the most. The next are the GS pokemon. After that... the pokemon slowly resembled robots with stripes crossed with Digimon.
The new pokemon have stripes and weird colors for no actual reason. On a small handful actually resemble pokemon, but most of them don't.
The original 251 looked like generic animals (plain). This plainess gave them a special psychologica effect I'll explain a bit later.
