Actually,they have Suicune,Raikou,Arceus,Uxie,Mesprit,Azelf,Giratina, Cresselia,Heatran and Phione left....
There are way TOO many legendaries, especially 4th generation

Kyogre and Groudon were in movies already. Kyogre was in Pokemon Ranger and the Temple of the Sea and Groudon was in Jirachi Wish Maker.
