You know the little square walk way part with the little square hole with water in it? Go on top of the hole facing the water below you and press A. I believe that's it, if memory serves.

Go into Misty's gym in Cerulean city and search in that tiny pool in the centre by pressing A while swimming around it. You can't see the machine part but it's definetly there. I know how fraustrating it is; I had the same problem when I first played the Johto RPGs.
