But in order to evolve into Porygon 2, it needs to be traded with a certain item, right? That would mean it would evolve at 40 by the VPP rules

But it needs to do the same thing (trade with item) to evolve to Porygon Z. Meaning level 40 again. So uh, what level would it evolve into Porygon Z?

Either way, the VPP is complete at 3,140

But you might want to wait to do it when Nocturne opens the Hoenn thread so the VPP counts for that thread.
