Why can't i get into Cerulean Cave??

Hi everyone, i just defeated the elite four and went through all the credit and stuff... SO i go over to catch myself a mewto and there is a guy standing infront of the cave saying that only master trainers who have defeated the pokemon league may enter. Why is this happening if i have already beaten the elite four and my rival?

You have to catch 60 Pokemon, and then do the Sevii Island 'quest' and retreive the Ruby and the Sapphire.
