Why can't i get into Cerulean Cave??

in fire red u are suposed to get national dex and save loreli then get the ruby and the sfire bring them to celio hell give u a pass to 4-7 island then go to cercelen cave then catch mew two and then u are suposed to finish the national dex by tradeing and going to nintendo event and downloading the pass to 8-9 islands and get deoxys and ho oh and lugia and fin the dex completey
