Covert ops/Black ops... The point is the left hand has no idea what the right hand is doing, most of the people inside the agency have no idea let alone the target.

If the target finds out then it is a failed mission, and that would make headlines.

Sure. Release information that someone is targeting them using completely covert ops and they have no proof, but they think it's a military super power. Smart plan.

They won't seem paranoid at all, and it definitely won't incur the wrath of the nation being accused, and thus the UN.

Then how would you explain books like that getting written like that? That book Tim mentioned he said had good sources. It could always be someone on the inside leaking it quietly.

It's probably stuff from 20+ years ago, and the CIA probably had a bad director at the time. The people who make up the CIA change frequently. It isn't it's own entity.

I guess you are missing the point.

If it were truly covert/black ops... And it were successful... No one would know except the people who executed the mission.

If those people came forward and said, "I am guilty of international crimes committed against such and such government." ...Well there is no hidden immunity idol on the survivor's island we call life.

So there could be many successful operations and you would never know. That's the point of success.

And what's the best way to get your enemy to underestimate you? Look ridiculous. That book could have been narrated by a CIA covert special agent with the express purpose of making the CIA look ridiculous so that they would be underestimated. If no one respects you they aren't going to look for the knife until you've already slid it between their ribs.
