nah the whole conspiracy thing is revealed as mostly bullshit when you do any real research on it, but it is still poorly managed. i dont know if i'd call it a 'disaster', just something that is stupid and a bit incompetent.
What did the CIA do that makes them a disaster?
Everything they have ever done in their entire existence. One of my favorite CIA stories is how they couldn't decide if Indonesia was communist or not, so they had the CIA covertly attacking them, while they had the official US military in the area providing the Indonesians with maps and equipment to fight against the covert US military.
Also how they tried like 500 times to send spies into Russia but they kept getting caught and killed right away, but they basically never did anything different when they tried sending new spies.
They were good at throwing money around and buying elections, but every covert operation they've ever tried failed miserably. And of course the numerous assassination attempts on Castro, none of which even got close to working, which prompted Castro to go kill Kennedy - which he did on his first try.
Mainly it is so terrible because it is an institution run by rich Yale boys who think they are equipped to handle covert tactics because they are James Bond enthusiasts. Good ol' American pseudo-Aristocracy.

read legacy of ashes, it's a really good book on the cia. i was expecting it to be completely bias, but actually it is a very object retelling of events, the events just happen to be very very bad. its also well sourced.

Well obviously it isn't. That's just their cool name for what they really do
every action the government takes is on record. they just get declassified like 20 years after its done so no matter how bad it is no one really cares anymore.
What do the countries that had these so called covert ops commited against them have to hide? They could easily release the information if America didn't. So even if they wanted to keep it truely secret, someone else could release it.
