Can someone PLEASE tell me what the move tailwind does please?

I have read the pokedream attack guide and hes missed out the move
I cant make sense of the ingame description

Can someone please tell me if it increases the speed of your opponents squad for 3 turns too?

Why not try out the move and find out what happens?

It's not necessarily very easy to see the effect when it affects stats (and not status, or anything else).

but i would say, what would be the use of such a move if it increases both your speed and the one of your opponent?
