Snowbelle City
It's snowing in Snowbelle City; no surprise there. In the Pokemon Center, talk to Mr. Bonding for the PP Restoring Power Lv. 1 O-Power. North of the Pokemon Center is an Abomasnow next to two houses. A man in the house on the left teaches a move to Keldeo or Meloetta. A girl in here gives you TM08 Bulk Up.
From the north side, cross the bridge. A girl inside the house will trade her Bisharp for your Jigglypuff. Go south, slide off the side, and pick up a Full Restore. In the southwestern corner you'll find a house with the Move Tutor, who will teach powerful moves to any fully-evolved starter Pokemon from all generations of Pokemon games. Outside, hidden in the tree, is an X Sp. Atk.
You won't be able to go into the gym yet. The Gym Leader is off to Winding Woods on Route 20, so go look for him. Head southwest of the city to get to Route 20.
Route 20
Go through the first area and head west into the next area. Pick up the Kasib Berry and Paralyze Heal. Go south from the first area. First head south into the next area to pick up a Meadow Plate. Then go back and head west. A couple of Twins are here. Head south to find a trainer and an Antidote hidden in front of the tree. Continue north and battle the trainer. Head west, cut the tree, and pick up the Protein in the middle of the flower field. Pick up the hidden Repeat Ball in the bottom left tree trunk. Go back and head south.
You'll get to an area with multiple forks. Head east to pick up a hidden Mental Herb in front of the tree. If you go back, you'll notice things look different. Pick up the hidden Tiny Mushroom on the dirt ground and head south. Go up the steps. There's a hidden Balm Mushroom in the grass and a X Accuracy nearby. Go back and slip into the path next to the steps. Cut the tree and head west. In this area, battle the trainer and pick up TM53 Energy Ball. When you head east from here, you'll be back in the original area with many forks. From here, head south, following the path to a lit exit.
Pokemon Village
You've entered Pokemon Village. Immediately, you'll see a man surrounded by Pokemon. When you walk close by, all the Pokemon will run away and the man will talk to you. This is the Snowbelle Gym Leader, Wulfric. He tells you Pokemon Village is a shelter for abused Pokemon. Since you're a nice person, Wufric tells all the Pokemon to return, and they do. After a quick chat, Wulfric goes back to his gym.
Talk to the Fletchling for a Pretty Wing and Furfrou for a Chople Berry. Go on the southeast platform to pick up a Max Ether. Go to the northwest corner for a Full Restore. Pick up a hidden Pretty Wing under the tires by the sleeping Snorlax. Finally, surf across the river to pick up a Pixie Plate.
You currently can't get into the Unknown Dungeon until you've defeated the Champion, but come back later for a chance to catch Mewtwo!
Now head back to the Gym!
Iceberg Badge
The Snowbelle City Gym specializes in Ice-type Pokemon, which are weak against Fire, Fighting, and Steel.
After battling each trainer, stepping on the button rotates an entire section of the gym, giving you access to the next trainer. Keep stepping on buttons until you can make it to the next area.
Leader Wulfric uses a Lv 56 Abomasnow, Lv. 55 Cyrogonal, and Lv. 59 Avalugg. For defeating him, Leader Wulfric wil give you the Iceberg Badge and TM13 Ice Beam. Afterwards, you can just slide right out of the gym.
Now that you've collected all eight gym badges, you're ready for the Pokemon League challenge! To get there, head northwest onto Route 21.
Route 21
On Route 21, first surf north on the water to find an Insect Plate. Continue north. Next to the pair of trainers is a rock where you can pick up a Guard Spec.. Continue east from there and push the huge boulder into the pit. Go north and you'll find a Move Tutor who'll teach your Dragon-type Pokemon Draco Meteor.
Outside the Move Tutor's house, on the empty patch in the flower field, you'll find a hidden Pearl String. Surf across the water to pick up a Repeat Ball and Figy Berry. Go back to the pair of trainers and head west. Before we continue onto Victory Road, go down the ramp.
Go west and cut the first tree you see. Push the first boulder all the way left, then push the second one all the way left and into the hold. Walk south and push the other boulder all the way south.
Go back to where you were and then all way west, cut the tree, battle the trainer, and pick up the Elixir. Head down the ramp and push the boulder into the pit. Now that this area is accessible, head east and surf across the water. You'll find a Rare Candy all the way east. Get onto the north coast briefly to cut the tree. Now go back to the first boulder you pushed and push it into its pit all the way east. Push the next two boulders into their pits. Go south to pick up TM22 Solar Beam.
Now hop over the ledge and head west into the gateway to enter Victory Road. Before you can actually go in, Ace Trainer Robbie will first battle you to make sure you're ready. Afterwards, proceed to Victory Road.
Victory Road
The hallway and entrance to Victory Road are pretty epic. Inside you'll battle many, many powerful trainers and wild Pokemon. Once inside, surf west. Pick up the hidden X Attack on the rock. Continue along the route. After battling the Blackbelt, head south around the pool to pick up a Dusk Ball. Continue west.
Now you're outside. Head north. Near the first corner, pick up a Hyper Potion on a rock. Near the cave entrance, pick up a hidden Full Heal in the bush. Head into the next cave.
There are a bunch of steps you have to jump to. Take the top-left trail to get to the other side. First, head north for a Carbos and a hidden Smooth Rock on the wall. Head back south and down the ramp. Go down the thin path to pick up an Ultra Ball at the end. Head southeast, hop across the steps, and follow the path all the way to get to TM03 Psyshock. Head back inside the main cave. Next the the ledge, smash the rock for a Revive.
Go back near the boulder. Hop across the step to the other side. Push the boulder west into its pit. Head northwest. Right before crossing the bridge, head out northwest to pick up a Rare Candy. Cross the bridge to go outside.
Past the first little girl, smash the wall to find a PP Up inside. The girl in the red shit will heal your Pokemon. Pick up the Quick Ball soon after. As you continue, Serena will expectedly come by and battle you. After defeating her, Serena will give you Max Revives.
Head south. Smash the rock on the west side to find a Zinc. Head into the cave and go east. Past the trainer, take the right ledge all the way south. Follow the path outside for a Pretty Wing hidden on the rock and a Max Elixir. Go back to the start of the ledges. Take the right ledge again, but this time go east as soon as you can. Head up the steps. Head southwest for a Full Restore. Optionally, head north, battle the trainer, and head south over the ledges for a Dragon Fang. Head east to exit the cave. Before you do, you might want to push the boulder just south of the exit into its pit. Continue along this path, pushing boulders in in order to create a path back to the beginning of Victory Road.
You're outside again. Pick up the hidden X Defense on a rock near the Artist. Follow the route and you'll eventually reach water. Surf across the water to enter the next cave. If you want TM02 Dragon Claw, climb up the waterfall.
Inside this last stretch of cave, you'll battle three more trainers before reaching the end of Victory Road. Now you'll be at the Pokemon League!
